Well if the dog has food water and shelter than it isn't being neglected. But more importantly is whether or not such a dog would be adopted if it were taken to a shelter. Larger older dogs are often put to sleep when people intervene thinking that they are going to do some good. Instead the dog ends up dead which as far as I am concerned is not better than enjoying the life it does have. So unless you are willing and able to provide a better forever home I would say stay out of it. If you want you could talk to the owners and see if they would like to give you they dog,or let you walk it etc. If you can't do any of those things and you think that you are doing an older larger dog a favor by passing laws or getting a shelter to confiscate it or stealing it and bringing it to a shelter you are sadly mistaken.Larger older dogs when taken from homes (whether they are good or otherwise in your eyes) often end up dead.

As long as they have shelter and fresh food daily you can't call it neglect. People buy or get dogs with out knowing what the future holds or without thinking in general "where am I going to be in 10 years" Not many people can foresee that answer. Don't get me wrong there are a lot of people who are cruel to their dogs in this way but don't be too quick to judge as sometimes there are reasons that a dog needs to be outside. They could be older and have bladder problem incurable with meds so they slowly leak, not a reason to put them to sleep, but to stay outside for sure! The dog could be allergic to Humans as mundane as that sounds and be more comfortable outside. I know because my Lab in Allergic to everything under the sun except the sun! Do you have any Children because that will also change where your dog is at on your family tree. No matter how much you love your dog you will love that baby more...Maybe someone passed away and instead of Euthanizing the dog relatives offered a home outside...There are so many reasons that a dog may be chained up, so don't be too quick to get angry about it.

Few things make me madder than this.
It's equal to imprisonment and the dogs only crime is being a dog.
If we confined our children to where they never got any attention other than yelled at when they made noise and food and water got dropped in front of them twice a day if they're lucky and never allowed them any form of socialization with other kids.The child would not grow mentally or emotionally and they'd have no idea as to what is and is not appropriate behavior.And their communication skills would be very sadly lacking.We'd be jailed for the gross abuse and negligence we inflicted upon the child.But it's perfectly acceptable to treat our dogs this way.I don't understand why.Dogs are so like children in their needs that I can't see much difference between the two.
Evan inmates in prison are treated better than a dog stuck on a chain or in a kennel 24/7.

I totally agree with you. A dog is a member of the family and should live with his family! They love us and just want to be with us. I don't see what's wrong with that and just cannot understand how someone would not want to be with their dog. I rarely even leave mine home! If I leave, they come with me unless it is too hot out and they cannot come inside with me. Anyone who can just leave a dog chained out for life just doesn't deserve the unconditional love they give us. Rarely have I met a dog that would prefer to never come inside (but I have met them). Even those dogs should not be chained. They should have a yard to run and play in and toys to enjoy.
If you go to the site I listed, you can donate money or your time to a group whose whole goal is to get these dogs off chains and inside homes. The second link is from the same site but it is a video. KLEENIX WARNING!!!!!

As long as the dog isn't actually starving to death, the authorities won't do anything. Dogs are seen as personal property, that's it. I think people should be given ethics tests before they're allowed to get an animal. Check the dog's collar, if it gets inbedded in its poor neck, you can call the local humane society and they'll take the animal, get it seen by a vet and adopted by good people who'll love it.

I agree with you, if it was up to me I'd take the owners, chain them up and treat them the way they do their dog, may be you could find out through your animal control officer what can be done to help this poor animal.

It breaks my heart. people like that are ignorant and someone should call the humane society or the aspca to report them. It is illegal in most states to leave an animal out in the wet and cold without proper shelter, food and water.

Thats abuse. If you see this type of neglect please take the time to report it. It may help to encourage other neighbors to do the same. If you are in the city, there are probably city laws being broken by the barking at the least.

absolute abuse and neglect.People who treat animals like that dont stop and the animal suffers.If you see this you do need to report it OR IT WILL CONTINUE.that dog deserves a better life,you are notnhelping by letting it continuePLEASE HELP_ THE_ DOG
