change the tires to a smaller size? Would that work?

Riding a bike too big for you can be really dangerous, and uncomfortable. If you really got a good deal you might consider switching out the parts to a smaller frame but most likely best bet is to get rid of it and get something that fits you.

Not practical. Even if you could get wheels to fit, the frame geometry would make for an uncomfortable ride. Best to get a bike with the proper frame size.

Sure if you don't mind not having any brakes and looking like you're riding around on a clownmobile. Sell the darn thing and buy something that suits you.
