My boy, there is no relationship between puberty and penis size. And, for your next question, the size of a man's penis varies widely. And, for your 3rd question, once you are a man and your penis is any where close to normal, the women will not complain about size. Technique? Yes. Size? No.

As a guy, the bigger the better!
I'm gay and the bigger the penis someone can put in me, the more I moan and really enjoy the sex. Same goes with women.
4 inches is the minimum size a penis can be to physically be able to procreate.
6 inches (really 5-6) is average.
7 inches is PERFECT.
8+ is hung.

right before puberty, my penis was about 4 inches long when it was at its hardest, and about 2 to 3 inches when i was soft. i think my penis was a little bigger than my friends my age. (about an inch more) but i'm also uncircumcised too.
