SwitcherCAD from Linear Technology.

It's completely free. It has schematic capture, a parts library, and SPICE, all built in.

PCB 123 has a proprietary program you can download and use for free.

Pspice 9.1 is free to download at www.electronics-lab.com Also there is expresspcb for clad layout.
