How can I do this to my hair?

I want to have my hair like that, how can I make it stand up without looking so messy, like the pic? I already have my hair in that cut, lots of layers and short on top but I can never get it poofed up. Anyone know how? And no negative comments please. Don't answer unless you know, not a guess of "Gel & hairspray".

I did that for halloween last year, but it may have been...higher.

What I did was dry it halfway and then start with the pick, the mousse and the hair dryer. Work a palmful of mousse into your hair and start teasing and set the dryer on a low heat and strength. Once you've got it all the way dry, use hairspray (or a pump spray for more movement) to set the style. Mine stayed all night.

you are going to have to tease your hair. that means take a section of hair at the crown with a comb and hold it up and take the comb and push down and out with your hair .keep repeating until it can stand up on itslef. there ar eonline videos tohelp you also. it kinda looks like it is knotty, but it isnt really. also get a root booster spray (fructis, pantene, and G2B have them). keep doing this and then let it go and smooth it out while hairspraying it. do this all over the crown, or the whole head like the picture. use a volumizing shampoo and conditioner like sunsilk yellow. pantene also has a new line called texture!, which defines layers like that and adds volume, so check em out and you have that hair in no time.
p.. i tease my hair on special days and it turns out like that but shorter so trust me
