I believe it is because Men are just a little too raw when it comes to it,I mean there has to be some restraints to sex and it won't come from a male.Women want you to work for it and it shows if the guy is worthy to get it(thats how some girls are).Women balance things out in sex.

I THINK ITS ALL IN OUR GENES. in most species, its the male who tries to impress the female and she selects the fittest (strongest, richest, fastest, toughest) male to mate with. So, girls play hard to get because they want to see how hard you will compete to win them.
