I think they are asking why their partner says they are happy if you are.
I say that sometimes too. I don't want to say I am happy unless I know you are. Its a defense people put up. If I am asked if I am happy I say I am if your happy. I do so because if you are asking me to break up or something I don't want to feel stupid. Also it makes me happy to make my wife happy so it return I am happy.
