I think it is because not as many people give their dogs bones because of the dangers and also they are all scooped up before the owners get a fine and they get a chance to turn white.

dog crap goes white when its been left for ages so as more people are cleaning it up you dont get so much and the council also clears up what people dont "pooper scoop"
get a dog to crap in your back yard then watch it change how long does it take to go white?
