Identical twins come from one egg and one sperm which splits in half into 2 separate bundles of cells at an early stage. They are always same sex. Siamese twins are the result of an incomplete split in the foetus.
Non identical twins come from 2 eggs fertilized by 2 sperm, they can be same or different sex.

Fraternal twins can be produced in several ways, the most common being that the mother produces two ova/eggs during ovulation and each is fertilized by an individual spermatozoon from the father. Another possibility is in vitro fertilization which is performed in cases of either of the prospective parents' fertility problems; ova are extracted from the mother and fertilized in the laboratory with the father's sperm, the resulting embryos then later implanted into the mother's uterus. If two viable fetuses mature, then they would be delivered together and be twins. If a surrogate should be used and be implanted with two embryos who are the offspring of the same parents, they, too, would be fraternal twins. Identical twins occur only when one ovum fertilized by a single sperm splits into two halves which each develop into a separate individual; such twins are genetically identical, possessing the same DNA. Conjoined identical twins happen when the above separation is incomplete and will be joined at the junction that the separation failed.

Well, technically, anyone can produce twins. But yes, I believe being a twin yourself definately ups your chances. It's the female side that determines it though, because in the case of faternal twins, it's the female that releases two eggs in one ovulation . Even with identical twins, again, it's ALL about the egg.

Twins can occur in two ways. In around a third of cases just one egg is fertilised but within days it splits, each half developing into an identical baby. In the remaining two-thirds, two eggs are released at the same time and both fertilised by separate sperm resulting in two non-identical babies

either one sperm fertilizes one egg and it splits (identical twins) OR two sperm fertilize 2 separate eggs (fraternal twins). Usually the only time it is genetic is for fraternal twins, and it's through the maternal- paternal side (for example, my mom's dad).
