There is this one guy that I know. He is really good looking and always has girls around him. Yet when he tries to talk to me he seems nervous and does not know what to say. Why?

Remember that guy in junior high that was so smooth and seemed to be everyones friend- even the girls? Sounds like he's one of those guys, smooth around everyone- BUT YOU! Cause he gets nervous.... Ask him out.... Just the 2 of you, catch him off guard, show him your interested!
I'm sure that he'll find plenty to say when it's just the 2 of you!
