I asked my biology professor this same question once and he said it was because the cold temperature tightens the muscles in your throat and makes them more succeptible to irritation.

The thing they both have in common is being COLD. I think that may be stimulating your "panic button" (cough stimulation area) to make you cough. Switch to room temp , ice-less beverages and see i fthat helps.
