Paint brushes don't become economic once you've let them get clogged with dry paint. It'll cost you more in turps and hot water and time than the value of the brush.
Buy a new one, they're only a couple of £ from somewhere like B&Q. It's a waste of money for a DIY'er to buy an expensive brush. You won't use it often enough to be worth while.
When the job's finished wash it immediatley (Swarfega's pretty good for removing oil based gloss) and it'll last for a few jobs, then replace it.
In the meantime don't let your sister in law near your tools and brushes. She obviously has no 'respect' for our "servants of the tool perusasion".

Easy Peasy....
get some paint stripper and a wire brush from DIY store, paint stripper in a tin, stand brush in, allow stripper to break paint, and gradually work brush till its supple. Now, on a flat hard surface outdoors, hold the brush flat and brush the gunge off with the wire brush. You may find that the "stock" is still a bit stiff(the bit at the top of the bristles) bit more paint stripper to soften, then brush as before. When all looks ok, soap & water to finish. Brush should come up like new.....

What I would do is use a wire brush to clean out the dried paint, brush from the handle to the end of the bristles this usually works, other than that, buy him a new one!

it cannot be saved , if it was a latex brush the turp killed it ,if it was an oil brush the water killed it .....painting contractor
