He does not have control of his back legs and sometimes his front as well. Is this a common problem with ex agility dogs. He was retired at 7 and his problems showed up when he was 12. Could he have damaged his spine when carrying out his work? He is still lively but he is clumsy and clearly does not walk freely.

Very well could be but he is 12 years old too. Many problems show up when our dogs reach senior age.
The only way to tell exactly what going on is to have your vet do a complete check.

Likely a result of aging if there was no problems back when he retired, has he been checked out by a vet?

An animal chiropractor can often help a lot as it could be something as simple as a pinched nerve, and can do wonders at helping geriatric animals maintain their mobilty longer, many people that participate in agility will use chiropractors to help with minor muscular-skeletal injuries so they heal up faster. And for older dogs between using chiro and accupuncture much easier and safer for them then using pain and inflammatory meds that can be really hard on their stomach and liver.

That seems a long time between his retirement from being an agility dog and now,its probably due to his ageing,
it is possible he may have damaged hisself,but the only real way of finding out exactly whats wrong is by your taking him to your vet and getting your dog x-rayed,

it sounds like something my dog had. its a disease of the nerves in the base of the spine that destroys them leading to no feeling in the hind legs. - Degenerative Myelopathy

here is a link. unfortionitly there isnt anything that can be done about it, except try to prevent it from getting worse. after 2 years my dog couldnt even stand and she had to be put to sleep in our kitchen. she was 14, belgium shepherd with no other signs of anything wrong with her except for not being able to get up or stand, and would fall when she did get up.

you need to go to the vet for sure, hopefully its something else thats treatable
