Well, there are many but in Buddhism you can be reborn as a bug if you didn't do enough in the last lifetime. That's what's called being born into hellish existence.

Hmmm. It depends on the type of reincarnation. What you're describing is a Westernized form of Vedic mythology called Theosophy (the transmigration of souls, specifically) which has an implied linearity of time and learning.

Most do and the christians did until Emperor Justinian siad he would not include that in the bible. His wife had just had the concubines boiled in oil and she didn't want to come back as a toad so she made him remove it from what became the bible.
