If you have a really nice picture of the 2 of you, take it to a camera shop, have it enlarged and get a nice frame. It's not that expensive and let's him know how you feel about being with him.

Take him out to dinner and spend time with him for his birthday. My last anniversary I did not spend lots of money. I got a big box and a helium balloon that says I love you. I put the balloon in the box. When he opened it it floated out of the box. It was very inexpensive, but it came from the heart. I like giving people things they can not get for themselves. He thought it was sweet. I got some good lovin that night. A little corny, but it worked.

For an anniversary once, I put 365 Hershey Kisses in a bag and taped a slip of paper to each; each paper having one reason I loved him on it. He seemed to like it. Also, I've done brownies and cookies and those ALWAYS go over well. = )
Hope that helps!
