The number one way to improve one's reading AND writing is to read often, so the first step as a society would be to encourage more reading in our children.

Secondly, American schools need to return to formal instruction in grammar. The great majority of my students in the university were never given grammar instruction in school and, hence, never learned it. The last few decades have seen a movement toward what I call "grammar by osmosis" in which writing for expression has been encouraged with a disregard for writing for accuracy. The belief is that students will naturally learn grammar by hearing it without the need for formal instruction. It is one of the most idiotic movements our educational system has ever seen, and it is only getting worse since many elementary and high school teachers today are themselves victims of the same system and would struggle enormously in teaching grammar if they were told to do so.

The third step is for our society to begin underscoring the importance of literacy. This is starting to happen at my university as more and more employers are coming forward and complaining about the abysmal writing skills of today's young people. So now, engineering majors are hearing from engineering companies the message that "we don't want you if you can't write in academic English." That is a big motivator, but the message needs to come much sooner than at the university level.

All of that said, I don't believe in embracing the "blame the victim" attitude of placing fault on people who don't read or write well, as they are the victims of our educational system and our societal values (or lack thereof.) I think that people who struggle to express themselves in academic English are naturally (and rightly) defensive to attacks against their language skills because they are not at fault and have little ability at this point to remedy the situation. I mean, it's like blaming a kid raised by wolves for not being able to speak.

That's true. Originally I speak english but I speak spanish much better (or more gramatically correct) than english. We can solve this through better school programs. Schools should teach english like they would do if they were going to teach another language.

Ppl can lighten the flip up. Language is a TOOL for humans to use, not an Iron-clad issuance from god.
If ppl can't remember a rule well, it probably means it's function-less and outdated.
All languages evolved from how our ancestors wanted them to be used. Languages are living things, and so people should accept the gradual shifts in usage.

Education.

People should be taught how to read and write well. This would need a reform of the school system, in order to motivate people to learn.

Hmm no I can do it well but I can't use my language on Y!A...There are 3 Chinese and Spanish version of Y!A but there isn't my language version.
