What else except paint would i need?

Powder schmowder.

I suggest that you first determine the material of your frame. If it is steel (Chrome Moly is steel) then it can be sandblasted to remove the paint. If it is aluminum it can be blasted with walnut shell. If it is carbon fiber or an exotic material I would recommend you don't try it.

Anyway, it will be MUCH cheaper if you take the frame to an auto body shop to have them spray it... plus you have the added benefit of a better job and the choice of thousands of colors. You can probably get someone to do it on their lunch hour for under $100 which is likely about how much you'll spend in materials and grief doing it yourself.

If you INSIST on doing it yourself I suggest you consider Duplicolor lacquers in spray cans. You'll spend about $70 on the paint (about 8 cans- 2 cans primer, 1 can base coat, 1 can color, 4 cans clear) to do a good job, plus the cost of sandblasting (about $30), sandpaper (about $10), masking material, and polishing material.

What kind of bike? What is it made of? Plastic, metal, aluminum?

Why don't you just send it out and have it powder coated?
