Suppose the side of a square is x unit,then drilled the hole of x dia after marking the square.Then file the remaining portion to make it a square.
OR use the punch and die operation.
You can use the unconventional machining like EDM or ECM, If it is a lot production.

I suppose it depends on how sharp you need to make the corners. If you need it sharp, then I'd probably use EDM. Otherwise, use a drill and a mill with progressively smaller bits to finish the corner with whatever radius you want.
