The formal command is B, but it is spelt wrong; it should be:
!No rOmpa la ventana! (not rAmpa).
(D is the informal command.)

The answer is B. With commands, the endings are always the opposite.
For example: Hablar (usted)=Hable (-er/ir verb ending)
Comer (tu)=Comas (-ar verb ending)
and so on and so forth...
