Could be a skin disorder called seborric keratosis. Your dermatologist can tell you for sure. They are cosmetic,but, embarrassing. Dermatologist can remove unsightly ones.

This could be a skin tag to remove them safely tie a piece of thread around it for a couple of days, this will stop the blood supply getting to it, and it will drop off

They ae called skin tags and your doctor can remove them in the office using a freezing technique.
