No, he didn't. He wasn't a doctor at all and certainly had no medical experience. He was a children's author and He entered Lincoln College, Oxford, intending to earn a doctorate in literature. At Oxford he met Helen Palmer, married her in 1927, and returned to the United States without earning the degree. The "Dr." in his pen name is an acknowledgment of his father's unfulfilled hopes that Seuss would earn a doctorate at Oxford.

Theodore Seuss Geisel was a WWII era political cartoonist before he started with the children's books. The Dr. is part of the pen-name.
