leave in conditioners usually work really well, along with gel.
i took swimming last year and i know the problem that you are having. if you have time, i would recommend shampooing and conditioning your hair to get the chlorine out---otherwise use leave in conditioners and gel to prevent frizz.
a good swimming cap should help to some extent, but it usually still leaks in water, so it's not the best solution.
hope this helps!

Mousse
FRIZZ EASE (that stuff actually works after styling to tame hair)
Gel before you start swimming to put a lace on those curls. And after wards before it dries (i mean the worst the water can do is re wet that har with the gel in it, when it dries the gel will bein place again)
Conditioner that is leave in so you dont have to shampoo
dont load up too much stuff because it breaks hair
GL!!
-i actually recommend the FRIZZ EASE to try out and the gel before and after

BEFORE going swimming, always wet your hair with tap water or bottled water (Non-Chlorinated or not salt water). This allows the cuticle of your hair to soak up regular water so when you get into the pool the chlorine isn't as absorbed. Redken makes a product line especially for summer/swimming/UV exposed hair which I know includes a after swim hair cream and protective oil. Honestly, try what I said though with soaking your hair up in regular water first, especially if you have color-treated hair. Good luck.

Hey Frizzy, I have the same problem. All you need is some spray gel or regular gel. If you use regular gel squirt a little in your hand and rub your hands together. Then spread it evenly into your hair until you have pretty curls. But not too much gel. Make sure you get the roots. You will soon have lots of compliments. good luck.

Hawaiian Topic. Smells great. Comb hair out (I use a pik) then rub a tiny bit on your palms and run through your wet hair, especially the "Bangs" area. Bend over and flip hair down, run fingers through hair to the ends, then scrunch your curls (to amplify curls), be sure to scrunch the "bangs" too, so as not to be flat on top. The flipping of hair helps this too.

Simple... Rinse out chlorine, apply Mixed Chicks to clean, wet hair and air dry. You can get mixed chicks at www.mixedchicks.net. Hope you set some swimming records... Regardless, you will look good after practice.

tie it back in a pony tail, or take a fabric softener ad run it through your hair, or put lotion on your hands and run them through your hair when it is almost dry. If anything just wear a swim cap.
