You don't need any special "permission" providing you stick to the main highway. However, the congestion charge will apply if you go into Central London, so you will need to look into whether or not you will need to pay it or not. Also, if you and your party are planning to visit any particular tourist attractions, then you may be best to book ahead, as there are often reduced rates for groups, and some places won't let large groups in unless they are "pre-booked".
