what is the charging voltage AC or DC, and the circuit to control the output power to last 5 minutes or more.

100 watts for 5 minutes is 30,000 Joules of energy.

Capacitors store energy by the formula 1/2 * C * V^2

C = 1 F

30,000 = 0.5 * 1 * V^2

V = 245 Volts

you would need a power supply that could both buck the 245 volts down to 110, then boost it up to 110 when the capacitor discharged below 110 v.

This is definitely possible with current technology. You would need a large bank of capacitors to make 1F at 250 V.

Also... don't forget to take into account the inefficiency of the power supply (it will probably be in the 70-90% range).

There are other ways to do it. This answer is just a back-of-the-envelope showing of feasibility.
