i saw the same pet advertised by the same person but from 2 different states sometimes even multiple listings.

I would be leery of this person. I have heard of people who steal pix of pups/dogs off the net and then advertise them for sale as if they own them. It is best to not buy dogs/animals over the internet anyway because it is too easy to get scammed or get a sick pup or not even the same pup as the one advertised. Buy from a local breeder.

It may not be fraud at all. That would depend on the correspondence etc., if the seller represented that the item (I assume pet) was located in one state rather than another it may be. However once contacting the seller you may find that they do not misrepresent anything, but advertised in a state because the item was deliverable in that state.
I need to add, that when sellers use Google click through advertising (which appears on the side of the page when a search is made) Google does put in states and locations itself and they have nothing to do with the seller. All the seller did was check off where they want it advertised and if the computer searching has cookies saying it is in a certain state the Google software will put a line in the ad saying the name of the searcher's state.

Thsi question was kind of confusing. Maybe the person is having family or friends advertise for them using their name, to reach a broader spectrum. it doesn't sound liike fraud, as if one person buys the animal, it's impossible to sell it again by the same person.

yes it is fraud unless she has more than one of the pets
