Set the clock manually and turn off the option to "automatically adjust my clock for daylight savings time."

LOL... double click the clock on the menu bar and reset the time. The patch just does it for you... you can reset your time in years, months,days, hours, minutes and seconds at any time and when you restart your computer it will match in sync with how you reset it.

I do this all the time since I have multiple computers that are linked to each other and the date must match the server or the data gets screwed up. Each workstation will doublecheck it's date and time against the server's date and time to make sure everyone sings in harmony.

There is also a feature in your clock to shut off automatically adjust for daylight savings time because the program cannot tell where your computer is at the moment. There is no daylight savings time in Mexico, Central America, South America so even Windows 95 allowed you to uncheck the box "automatically adjust for daylight savings time"

IntelliAdmin (a reputable organization) has released a patch for Windows 98 DST changes, http://www.intelliadmin.com/blog/2007/02/windows-98-me-dst-patch.html. I think it's just a few registry changes but they've created a bundle to do it automatically.
