Probably both. That the EU has taken this step is going to help, of course. But economic realities are such that there will be trade-offs with industry and particular governments and special interests--in order to get a viable agreement. So in theory they could probably do more.
To my way of thinking,, though, an important aspect is the fact that a player as big as the EU is making a really serious committment (which it definately is) will increase pressure on others--particularly the Bush administration.

No chance, this is just another Brussels move to be able to fine any country that does not make the 20%. Also it will be another excuse for more Green Tax from Robber Brown or his successor. They would do better if the power from the unsightly wind mills was cheaper than that produced by other means, however the Greens do not like that idea.

It's too little too late like may governments are doing nowadays. The targets should be firm now, and the money should be dumped into projects that start now. There's no excuse to keep putting it off.
Think about it, other governments can come into power in these next 13 years, and they can negate the order, it all depends on their circumstances.
Programs should be invested in right now to make it happen, not goals set and starting to save and slowly implement. I think what we really need is something along the lines of a race now, like we had for the moon, but greater, nothing forces man's hand like competition.

Reasonable start IF the science is proven - there are some large questions now on the table that need to be addressed before I'd say that this is not only reasonable but also necessary.
