The Department of Education does have a good FAQ website that addresses lot of your questions about how to file the FAFSA as a non-resident parent. Here it is:
http://www.studentaid.ed.gov/students/publications/completing_fafsa/2007_2008/ques5.html

Things to keep in mind:
-- You are not required to have a Social Security Number in order to complete the parent section of the FAFSA. If you don't have one, just type in 000-00-00000 when it asks for SSN.
-- Whenever it asks for your state, you can type in "FC" (for foreign country)
-- If you don't file taxes in the USA, you won't have an Adjusted Gross Income to report, but that's OK. According to the instructions, "If an answer is zero or a question does not apply to your parents, enter 0 (zero)." Keep in mind, though, that you DO still need to report income and asset information (even if that income was earned in another country). Just convert your currency to US dollars.

Finally, to avoid delays, make sure you answer every question. Don't leave anything blank -- usually, if the questions don't apply to you, you should write "0."

I would email Customer Service at fafsaWeb@ncs.com

and ask them directly. There is nothing in the FAQ concerning nonamerican parents.

if he needs your information, you can also choose the not filed for the tax form, and then use an estimated income choice.

Ask FAFSA what their policies are for anchor babies.
