Personally, I would choose the suburb of Gresham. It is close in to Portland, has excellent transit, including the MAX, but is very much a family oriented area. Hillsboro is also very nice, as is Forest Grove, but both of those are further from the downtown area of Portland if you are commuting.

Wilsonville OR is a very nice Area not to far out of Portland Maybe An Hour. great school, and very nice down there

Portland is kid-friendly, with lots of parks, the Children's Museum, the zoo, and OMSI. There's no one "best" area in the city.. it all depends on how much you can afford to pay for housing.

Outside of Portland is better. Places such as Hillboro, Beaverton and Lincoln City.

Sellwood is really nice, or you could try a suburb (more families etc).
