No it cannot be done, if you are talking of man creating an actual planet. It takes millions of cubic miles of solid ground to make a planet that you can stand on., and much more if you want the benefit of proper gravity. Then you have to have it in orbit around the sun , in such a path it doesn't smash into anything. and everything you need to live on, has to be transported, that is if you want the planet for anything other that the pride of saying "we Built It"
