I would also contact a local no kill shelter and see if they can give you a copy of their questionaire they use to screen potential adopters. It may have some questions you wouldn't normally think of.
I also knew someone who did a home visit before the puppy could go to live at the new place to see for yourself what type of home they will be kept in.
Do not offer the puppies "free to good home". You want to charge an adoption fee even if its just a small one to discourage hoarders or people that sell dogs to labs.

Advertise. Put the word out to friends and aqauinatences at work, church, everywhere you go. After success have your dog spayed and end the problem. There are already too many unwanted pups in this world.

Have a basic questionaire for them to fill out
that asks questions about :
what kind of house
do they have a fence
do they have kids
do they other pets
do they have experience with large breed dogs
etc
After reviewing and approving applicants questionaires,
they meet potential owners. You can get a good
feel about a persons attitude and demeanor that way.

I would put ads in the paper, you can also put a free ad on yahoo classifieds, puppyfind.com. Then interview the people that respond.
-do they have an open backyard (if needed for german shepards)
-house or apartment with access to outdoors.
- children
- experience with larger dogs.
- fence
- other dogs/ pets

You can put an add in the news paper, or go to the pet
store and put up a flyer with some infomation about the dogs.

Call your vet and see if he/she has any recommendations.
Get the peoples addresses and ask if you can visit the pups. If they say no be leery. I've done that and it worked out great.
They really loved my dog and took the best care of him!
