They rank the candidates and start with #1.

In the civil service process it's more than the written test. Usually it's the written, physical agility, and interview process. The interview is the most subjective; you are ranked by the interviewers and it's a lot more opinion than what you know.

Most agencies give credit points on the written for military and/or college degrees.

Usually the written is the first step, and a certain number of people per open position go forward, IE. 4 positions available and 5 people per slot so 20 people go through the process. Then whoever makes the hiring decision can select their candidate from that pool of 20 (minus anyone who was disqualified while going through the process).

Civil Service has change in the last 5 years for Ohio.

Prior to 1998 the rule was they had to hire the from the top 3 unless they were eliminated on one of the steps.

After 1998 the expanded that they could hire anyone in the top 10. Now after the top 10 are either hired or eliminated they can either continue on the list or administer a new test.

The highest scores are selected to go on to the next round of hiring. It is whittled down from there. The number of people selected for the 2nd round depends on the number they want to actually hire, if I remember correctly is is x10 (if they want to hire 2, they have to interview 20) but its been awhile since I was involved.
