I went out with this boy off and on and then i moved so we quite talking ,and now he is around again but acts like hes scared to talk to me ,should i talk to him or not? Now he is hotter than before.

also he is all about sex but he's sweet and doesnt treat his girls like crape.

Wants/desires are always okay, it's just what you do with those desires that matters.
If you only split because you moved away, there should be no worry about getting back with him. But if he hurt you at all in the past, then perhaps you shouldn't go out with him again.
Make your decision based on how he treats you, and what will make you happy. Nice that he 'doesn't treat girls like crap' - but does he treat you with respect? Does he make you feel appreciated, or good in other ways?
If you think it would be a positive experience to go out with him again, talk to him. If you'd just feel a lot of pressure to be sexual with him, and there's nothing else positive about it, I'd advise you to try to find someone else you'll be happy with.

There is nothing wrong with wanting to go out with your ex. If he will still accept you and you didn't break up over something super dramatic go for your guy!!! :)
