I have a Windows XP notebook that won't boot up and won't even let me reinstall Windows XP from the installation CD.
How can I create a Windows XP or a DOS rescue boot floppy diskette on my desktop computer to copy to a CD and use on the notebook to boot up the notebook in DOS mode, to see what is the problem?

It is not clear why you are not able to reinstall windows xp.
If you follow process correctly
First insert windows installation cd in cd drive. Restart the computer. During boot process it will ask to Press any key to boot from cd (Do you get this message?) Then after pressing any key the computer boots from the cd and installation begins.

If you are not receiving this message, then you have to enter in BIOS .
Press either F2/F7/F11/F12/Del/Esc
during boot. The keypress varies. Check your computer screen for any tips during boot. If you manage to press the right key, it will take you into BIOS.
Once you are in BIOS look for the location where the Boot Sequence is chosen. You have to select the CD Drive as the First Boot Option. Then save the BIOS by pressing F10 and Exit.
At the Next Boot you should see the message to press any key to boot from cd.

You don't need a rescue floppy. If you can, Back up all your personal data FIRST! Then:

Read the laptop manual to find out how to change the boot sequence to boot from CD first, then the hard disk second.

After changing the boot sequence to CD, insert your XP Restore CD into the drive and re-boot.

Your PC should start up the restore CD and restore your PC to factory condition. All your data will be destroyed.

If the Restore CD still won't read, call the laptop manufacturer or read the FAQ's on their website.
