I'm referring to BOTH x-rays for carry-ons and for checked-in luggage (not sure if they even IS a difference between the two). By "damage" I mean that the tapes will lose the footage on them, or the cell phones won't work correctly. Thanks.

Neither the x-rays for checked baggage or carry-on luggage will damage tapes, cell phones, electronics, or batteries. The checkpoint x-rays can damage undeveloped high-speed (over 800) photographic film if it goes through the x-ray several times. The x-rays used in checked baggage are stronger and can damage any undeveloped film. Don't get confused with photographic film and other digital or magnetic picture storage medium. Photographic film uses a complex chemical process that is effected by exposure to forms of energy such as light and xrays. Tapes, electronics, and batteries are not effected at all. If they were, the xray machine would not work because it is composed of electronic circuits. The xray machines used at airports are not like the ones used by doctors and dentists. They are much lower power and do not use film to produce an image. Think about how you are at a doctors office and they leave the room when the machine takes an xray. The screeners at the airport work around their xray machines 40 hours a week.

I would think that possibly nondigital film would be harmed by the X-Rays.

I think so. My cousin traveled and found all of the pictures on his digital camera gone!
