A dog's owner has been apparently living elsewhere for two weeks now. He comes home twice a week for approx. 10 minutes each time to feed and water the dog and then leave again. The dog is tied up by himself at all times. He does have a doghouse for shelter. We have talked to the authorities but legally there is nothing we can do because the dog has food, water, and shelter. Owner thinks he is doing nothing wrong. I can not just go take the dog, because of my profession I could lose my job over something like that on my record. Anybody have ANY ideas on anything else that I can do? Thankfully other people are working on getting this resolved, too, but it has to be taken care of in a legal manner and we are at a loss as to where to go from here. This is happening on a farm, not in a town, if that helps.

The neighbor has been talked to many times already for different problems with the dog. He has no interest in giving the dog up and just keeps saying "I will do better". This is a person that moved from town to an acreage and thought he needed a "farm dog", even though he lives alone, has a full time job in town, and has no livestock. There is no crisis, other than his longtime girlfriend left her husband recently so he's spending all his time with her and they no longer have to hide their relationship by only spending time together out here in the country where they won't be seen.

happycamper I understand exactly what you are saying being raised on a cattle & hog farm and currently seeing what is going on with the NAIS legislation that favors corporate farming and makes it very difficult for small livestock farmers to keep doing it.

However I also think that there are plenty of people out there who are not fit to own pets (not MOST people by any means but there are some). Most animals raised for meat get more attention than this dog is getting. Every time we drive by he runs full speed out to the end of his chain wagging his tail, and then slinks back to his house when we pass by. I can't even imagine how lonely he is and it's really getting to me. And no, I can't dogsit for him, I have a family, a job, and my own pets & livestock to care for and I will never take on an animal that I cannot provide EXCELLENT care for.

Wow - that is bad. :( Maybe get the media involved if there is no other alternative? If someone is willing to take the dog and treat it better, maybe pressure from the media would convince the owner to give the dog up. Has anyone approached the owner?

Also, consider collecting money and offering to pay the owner for the dog. I have seen rescue organizations do this and you'd be surprised at how many people would give up their pets for money.

Can anyone talk to the neighbor? Maybe there is a reason that he cannot take care of the dog. He may have other crisis such as a sick family member keeping him away from this place. Someone should voice their concern to him even if it means writing a note on a piece of board and leaving it where he will see when he comes to visit. Once he is aware that people have noticed he may give the dog away or take better care of it.

Try to contact the media in some way, perhaps if the right person sees it and is inspired ( more likely infurrated) they will have the power to help. If not, talk to the owner, clamly and respectfully explain you are willingly to take the dog off of his hands, like suggested before, start a pool of money, many neglectful owners jump on that situation. If nothing, though it's not legal, I would either do, or have someone willingly to, create a 'circumstance' where the dog has gotten out and became a stray, then you can take him away to a safer and more lovingly place. The conditions he is in now are unacceptable.

Are there any animal advocate groups in your area? ASPCA for instance. The only other idea I had was to offer to give the dog a home. Would it be possible for you or someone you know to take the dog in? Maybe your neighbor doesn't want the dog any more and doesn't want to take it to the pound. You may also contact your local Veterinarian to see if they have any suggestions. That is so cruel to leave an animal tied up with no one around.

I would get someone to go in there and release the dog then ring the pound and say that there is a stray dog wondering the streets and they will come pick him up. If the owner really cares then he will pay the fine and get him out, if not then hopefully he will be rehomed.
They obviously don't care about the dog that much get someone to just take the dog.
If he has no microchip then the owners can't prove its their dog!

Wait for him to "accidentally" become untied and than take him in as a stray. Nothing they can do if he "got loose" when the neighbor gets back you could even tell him. Hey your dog got loose this past day. I didn't want to go in your yard so I just kept him here. Than say hey I noticed you have been away for a while now. I could save you the time and take care of him while you are gone if you like. That way you are the nice neighbor. My guess is he will never come back for him. And than you got yourself a new puppy to love.

The first and best thing to do is talk to the person that owns the dog. He may not even want him. I'd ask him if he is interested in finding a home for the dog. You could also ask him if it's okay if you have permission to take him for walks and stuff. He just may surprise you!

I think somebody should contact an out of area friend who loves dogs and suggest to the friend there is a neglected dog in need of rescue. Then the out of area friend would come in after dark, after the NEGLECTFUL owner has left, and rescue the dog.

The dog would then go to a loving home in another part of the state and the neglectful owner would never know.

This is the big challenge that society has : how to constrain it's members from poor behavior and shirked responsibility.

I theory, the best means to encourage people to do what they should is social pressure. Get other members of this person's social and family circle to become concerned about his/her behavior. Hopefully and probably, the owner will respond to pressure from their peer and family groups.

Take photos of the dogs living conditions, write about your observations and concerns, print this into a one page flyer and distribute to whomever you can identify as members of the owner's social and family groups.
If nothing else then post the flyers at local veterinary clinics and pet stores and churches.

there is no way that the dog has water and food at all times if the owner is only giving it to him twice a week. my dog empties her bowl twice a day! i would set up a video camera so that you can see the bowls and keep it on it for a full week. it would show that the bowls are constintly empty and that dog will be taken by the authorities.
