If there is a yahoo answers administrator, then how come He lets all the clones run around in rampage while clearly they violate the "Thou shall not insult others" commandment?

I think the administrator is simply a bot like everything else at Yahoo. These things aren't caught unless they are reported, and many people prefer not to snitch. I'm in the group who prefers not to make waves, I don't like reporting people.
You've got a top contributor badge, like most everyone else here. That should drastically cut down on the number of clones.

Maybe because they are a bit tolerant. This place would be awfully bland if they really enforced the rules. There wouldn't be any atheists at all here, except those just asking questions about views on Dawkins book or other innocuous questions.
There would also be less Muslims because of their posts which attack other faiths, like Jesus is not the son of God, which totally violates EVERY Christain here and thus would be a violation.
So, we have nothing but TOTALLY PC antiseptic questions and answers.
Is that REALLY what eveyrone wants here!

I see your point but I think there is a fair amount of insults on both sides of the fence. I don't know that we can totally regulate all insults. Isn't that the nature of the beast. The only way to stop the insults should be to further separate Religion & Spirituality into actual categories (atheist,baptist,catholic, mormon..) that are for those sects only. What fun would that be. I truly enjoy getting other peoples point of view. It helps me to understand them a little better. Even when they insult. Some insults are unintentional.

I don't know for sure, but from other posts I gathered that clones usually don't have a long life (they are exactly as Dolly sheep).

I've been wondering that myself. They've apparently been ignoring all my reports on repeat offenders because nothing has been done about it. This board is not very well policed.
