Process engineers design the process. Mechanical engineers design and build the equipment/ pressure vessels/ piping in order that the process has the capacity and strength to operate as intended. Structural engineers are resposible for ensuring that the foundations, structures and supports are installed to withstand potential environmental forces, mechanical equipment loads and forces that are applied by the process itself. Electrical engineers provide the power to all motors, air conditioning systems, central control systems, pumps, electrically powered process equipment to ensure that the equipment will work as planned. Instrument and control engineers are responsible for measurements of the main process parameters and providing automatic control action to keep those parameters within the tolerances required to make the process work. Additionally, this same engineering function is responsible for engineering the safety monitoring and shutdown systems that are necessary to compensate for a plant parameter going out of control (EG due to the failure of one piece of process equipment) or due to other potential dangers caused by gas leaks or fire. I hope that puts everything into context.

To give the technicians something to correct, and properly configure because they generally get it all wrong to begin with.
Instrumentation engineers are supposed to set the parameters by which material flow, temperature, and volume are measured. Control engineers set up how the process will function from beginning of material feed to the end of the process where the finished product is ready for shipment.
