My husband did 4 years in the Marines and has a GI bill. Now that he's on his second three year agreement with the National Guard, does that mean he qualifies for two GI bills?

No. He is only eligible for one. What the real question is will the GI bill be extended now that he's back in.

Not necessarily. It would depend on how long he was out between hitches, how long he spent on active duty in the Guard, and if he had it in his contract he signed with the guard.

Have him check with his recruiter and the company Sargent.
