Shepherd's Pie shouldn't have ANY beef in it - that's "Cottage Pie". Shepherds look after sheep and lambs, so guess what meat goes into a Shepherd's Pie - Lamb. There's a surprise ! ! !

You can put whatever you like in i use Beef mince , but the correct mince should be lamb. iam a lazy cook so i put in frozen veg whatever i have at hand, broccoli, cauliflower, carrots, peas, also put in some tomatoe sauce to give a nice flavour and the mash on top i use lots of milk and butter with a sprinkle of cheese for extra flavour

Shepherd's pie is made with lamb. The mince should have onions in it. It's more aesthetic to serve the carrots and peas(?) or other green veg separately.

Shephers Pie is actually made with Lamb or Mutton and Cottage PIe is made with beef mince.
I like to cook both and put peas and carrots in both - when i do a shephers pie i also add some mint sauce and in cottage pie i put baked beans. Also on cottage pie i put cheese on top
have a look at some recipes -

Sheppard's/Cottage Pie is traditionally made of anything that is lying around in the fridge/scullery/pantry - after the Sunday Joint Farm Workers would scrap the bones to get any left over meat off and mix in any veg that was going spare and top it off with mashed potato.
