1st: Tell them to stop, - Verbal Action
(maybe they don't know what they are doing and telling them would make them realize and stop)
2nd: Tell them to stop again - Verbal Warning.
(meaning next time you will do somethin about it)
3rd: Stand up for yourself, don't let him bully you... be very serious, and if he tries anything then fight him.
(Only thing you can do, if you call the cops then that just makes you less of a man for not being able to handle your own problems... Even if you loose the fight, the guy will have much more respect for you for even trying, and it will actually at times bring you guys into better understanding of each other.... Thats what guys do, get mad, fight, then become friends... it might seem serious at first, like in your mind you can see an exaggerated version of the fight, but it never happens like that and will end up in truce.)
Hope this helped,
Kidman

It depends on exactly what they're doing.
You may need to contact the police, you may need to notify your landlord, you may need to move, or you may need to gain perspective on the situation.
Ask again with more details, and maybe someone can help you.
