MY HUSBAND DOES THAT TO ME ALL THE TIME. HE TELLS ME HE IS READY AND TO GO WARM THE CAR UP AND HE IS RIGHT BEHIND ME. 10-15 MINS. LATER I AM GOING IN THE HOUSE TO GET HIM. THEN HE SAYS I AM WALKING OUT THE DOOR NOW LET ME GET "SOMETHING" 10-15 MINS. LATER I GO IN AND HE IS WALKING OUT THE DOOR. GETS ON ME NERVES BUT I LOVE HIM.

What you have to realize is that when someone does this, they are - consciously or not - trying to show you that they have control. It's a minor power-play often exercised by passive-aggressives, and the only way to cure it is to tell them you're going to leave without them if they aren't ready...and, then, do so.
