If you wanted to push it, you could charge someone with either A: littering, placing unwanted materials around.
B: disorderly conduct: doing something that would tend to alarm provoke or anger a reasonable person (if I caught you putting stickers on my stuff, it would make me angry).
C: Criminal Damage if the stickers damage anything when you remove them.

I dont think you could get arrested but a fine and a charge is most likely if caught. The charge would be defacing public property. THis includes parking signs, sidewalk benches bus terminals etc... it all belongs to the city and the public. That is only if you get caught though. Mwhaaa! cough cough lol

it would depend on th laws of your area, but yes you can. Especially if they are placed in a location that creates a safety hazard. The freedom of speech is broad, but does have limitations.

I would say no, but you may have to remove them if your caught, especially if you are doing it to someones private property.
