I'm willing to settle down with a nice person but cant find anybody suitable. Friends couldnt help and we are residing abroad without any relatives. No decent and honest person approached me at university or work place. Are there any special tips for finding that special one?

Yes - don't be desperate is my first suggestion. Second, find happiness and fulfillment in your life without a partner. When you're happy with yourself, others are more likely to like you and be attracted to you...and when you're not looking is when you're most likely to bump into the perfect partner.
