You walk past a few guys chilling out by the railing , talking... then when you walk pass they all stare n look at you until you are almost gone ? What does their actions mean ??

There's something about you that really attracted their attention. Could be something unusual about you, whether it be the way you look, the way you dress, the way you walk, the way you talk, the way you smile, etc etc.

it depends if those guys know you or not...... but mostly their actions mean nothing. guys have the habit of checking out girls that pass by them. IGNORE..............
