anyone no what I can do to get her to go outside she is 3yrs old and knows she did something wrong when she makes a mess in the house I think she dose it to get back at me for leaving her alone

Does she make the mess in the house while you are gone? If so, then crating her is going to be your best bet.
If she does it when you are home, then you are going to have to watch for subtle signs and be ready to move at a moments notice. It will take some work on your part to ensure that you get her outside before she has to go, so watch for any small unusual movements on her part.
Urine stays in carpet forever. The reason for this is that it passes through the carpet and through the padding underneath, all the way to the wooden sub-floor. This will leave the spot marked for her to return to. This doesn't mean you can't break her of the habit, it just means that you are fighting not only a behavioral problem but a scent problem as well.

Small dogs cannot physically hold their needs but for so long. Dogs don't know the concept of revenge. She probably just needs the opportunity to go outside more frequently. Watch for signs she has to go and take her out. When she does go outside lavish praises on her immediately.
