It's your business and all of our business. If you have a conscience for God's sake call the police anonymously and then call child protective services. It's your obligation. What could an 8 year old possibly do to deserve this abuse.
If it's you doing the abuse remember how you felt when this was done to you. Stop the insanity and turn yourself in before you kill him and end up behind bars for the rest of your life.

Imaginge being 8 yrs. old again. Imagine your mom, dad, uncle that you trust just start beating you for something as terrible as having the tv on or leaving a toy on the living room floor. Is that a crime punishable by beating? You start to yell, "no, no, I promise I won't do it again!" But it does no good and soon, you hurt all over.
You crawl in the corner and cry yourself to sleep. You wake up and your arm hurts so bad you start crying all over again. You can't move it because it is broken.
That young person is so confused right now. Please run if you can, to the nearest phone and call the police or child protective services. Please!

What kind of person has to even ask this question? Are you an adult? Then you have the responsibility to a child to protect him from something he cannot protect himself from.
Violence is not just what happens right this minute but what happens in the future because of it!

If you do not call police and/or an agency to get this child some help then you are as guilty as the person who injured this child. Do the right thing and call the police now.

Imagine that your are a little 8 year-old boy who can't speak up for himself. Please call the cops NOW and tell them what you saw. If you dont intervine he could end up dead soon.
I know a lot of people would see it as, "It's one of my business." "Keep your nose out of it." They may say your a nark or a snitch but when it comes to the physical well-being of others (expecially a minor) you need to put all that crap behind you and speak up for the welfare of the child. Please let the athorities know what is going on he may have to go to foster care or live with another family member but at least he won't get beat up anymore.

That is child abuse and you should report it.
Don't stay quiet about it. Either talk to the authorities or talk to you nieghbor himself. Tell him about the correct treatment and discipline of children. Remember both you and him were children once and I doubt you would like to have been treated that way.

Nothing until that child grows up and deciedes to murder the closest person that lives to him and it's your house. The child then wipes out your whole family. It's called cause and effect. I'm sure no one will call for help if you are being attacked. Good luck!
