No. A person has to be infected with HIV/AIDS in order to spread it to another person.
If a person does NOT have HIV/AIDS it is impossible to spread it to another person.
You have to have it in order to spread it!

An infected person may be clinically non reactive due to shortcommings of HIV testing. No test till now is 100%. Tests can detect HIV only after certain period of time after the actual infection. This time gap between the actual infection and detection is called window period. In this window period if an infected person goes for HIV test he/she will be test negative though actually positive. In this period he/she can transmit the virus to other person though his/her HIV report will suggest that he/she is negative. (False negative).
This is the only way possible.

offcourse not dear ,see AIDS i s asyndrome by HIV tat is a virus , if a person is infected with tat and whose blood is transferd to u or u have sex with him than only u will have aids if a person dont have HIV infection how could his partner gets infected.

No. If both partners are completely monogomous to eachother and do not have the virus to begin with, there is no way this couple can contract HIV
