Technically, the equal opportunity law protects people with disabilities from being unfairly fired or unable to obtain a job. What I would do is: do some research about HIV/AIDS advocacy. Does your mom tell them she has AIDS? I would say stop doing that because most people can't tell until you say something. And is it HIV or is it AIDS. Sometimes with the onset of AIDS, numerous opportunistic infections may be noticeable, like on skin, etc. And, as much as I would hate to defend the stigma that these employers are enforcing, they may be thinking about how much disability they will have to pay to her, whether she can even fullfill her duties, etc. So, good luck with this. eventually she will find a job.

it's confidential. Your mom doesn't have to tell about her HIV status and no employer asked whether you have HIV/ AIDS or not. If your mom seems to be so ill then they probably do not want to hire. Federal jobs require to test drug but not HIV test. So, you do not have to worry about it. Telling your HIV status is your choice.

it is tough to get a job if you have somekind of diseases... but how do they know if you do not let them know? You need a job to make a living.. I don;t think you are wrong if you not let them know...
