We have a grocery store here that is part of a local chain that does weekly cooking classes also our local community college. Call around.
Also, most recipe web sites (food network, Kraft) have on-line videos teaching a variety of cooking subjects.

Take Quantity Food Prep I
Food Sanitation
Baking I
Since it's March get the Food Sanitation out of the way in summer school before taking the other two classses in September.
